Leawood, Kan. – July 11, 2025: Recently, the Connecticut Governor signed Senate Bill 1434 (“SB 1434”) to redefine “last-known address”, change the notification timing and method for notification, and require notification for properties valued at $50 or more for mailed notifications and provides no limit for emailed notices. The effective date of the bill was July 1, 2025.
Specifically, as to the definition of last-known address, that definition now reads as follows: “any description, code or other indication of the location of the apparent owner that identifies the state, even if such description, code or indication is insufficient for the purpose of the delivery of first-class United States mail to the apparent owner. . .” Section 1. Section 3-56a (9).
As to the revised notification requirements, SB 1434 amends the notice requirement to require notices to be mailed between July 1st and September 30th or emailed if the owner has agreed to notice by email. Section 3. Section 3-65a (a). The property value threshold for notifications by mail is $50 or more, and for emailed notices, there is no property value limit. Id.
